N.W.T. minister Ramsay apologizes for confusion on fracking rules

Minister of Industry, Tourism and Investment David Ramsay has apologized for what he says is confusion over public consultation of the N.W.T.'s draft fracking regulations, explaining that previous quotes of his were taken out of context.
